I live in California (Los Angeles) and I want a scooter but I don't know what I need to present to have a scooter registered. I have heard that Chinese scooters can't and can be registered. Can someone please tell me what a scooter needs to have in order for it to be registered and ridden in California; on the freeways and streets.

I really need to save money on gas, therefore I am thinking to get a moped in the near future. Yet, does anybody know what should I do if I buy a street legal moped or scooter? Do I need to buy insurance? Can I ride it on the freeway? Please help me with my question if you happen to know the answer.
I forgot to ask what to do after I buy a scooter? How to register? With MSO, what is the next step?

I bought a new moped tonight, its used. He said he has the original bill of sale and all the paperwork except he doesn't have the title for it. Can I still register it? I live in Orlando.
