At what age can you operate a motor scooter in nyc?

I'm 13 years old and I'm going to buy a motor scooter that is runned by gasoline. it might be 49cc or 50cc I'm not sure yet. I'm going to buy a honda spree or a aero 50 from '84 i would like to know if I'm allowed to drive it on the streets as being a 13 year old and if i need any paper work or have to have insurance or a license plate or take any course at the dmv.
