Why are the controls on my Kymco Bet and Win 150 Scooter different from the Manuel?

Why are the controls on my Kymco Bet and Win 150 Scooter different from the manuel? The manuel says i have hazard lights but where they should be on the bike i have a engine cut off switch. Please help.
The Manual i recived by the dealership said it is correct for this model.
