How do you know if your motor scooter (vespa) can go on the highway/freeway? Are weight and speed factors?

I'm looking into buying a Vespa scooter and want to be able to ride on freeways and highways. The scooter that I'm looking at purchasing tops out at 70 mph. Is that sufficient speed for the highway/freeway? Is weight also a factor when trying to determine the road readiness of your scooter? Thank you in advance.
