What do I need for a 250cc motor scooter in maryland?

I am interested in purchasing a 250cc motor scooter. I live in Maryland. What kind of license do i need to operate one? What is the fastest that I can go on the road? Am I allowed to go on highways? Will I need insurance and registration?

   motorcycle license,anything usually over a 150 cc,you can go anywhere,and can maintain 55 or maybe 65 mph,but remember,the smaller the bike on interstate,the longer the trip,the more the wear,short ,you will have more break downs on chains,tires ,etc,plus wear the motor out faster,hope this helps
